Bond Counsel FY2027 (Request for Qualifications)

Description: Provide the NPA with recommendations and guidance as to best practices for issuance of bonds and/or bond anticipation notes. Prepare Bond Resolutions or other documents related to issuance of bonds. Work with the NPA’s financial advisors, auditors, counsel, parking consultant or other professionals and staff to determine and implement the NPA’s bonding needs. Perform other specific bond counsel services as agreed to by the NPA and bond counsel.

Special counsel. Provide the NPA with recommendations and guidance on legal matters as requested by the Authority, including but not limited to issues of Land Use Law, Redevelopment Law, Municipal Law, and Labor Law. Work with the NPA's General Counsel, financial advisors, auditors, parking consultant and/or other professionals and staff to determine and implement the NPA's legal needs. Perform other specific legal services as agreed to by the NPA and Special Counsel. The appointment is limited up to $50,000.00 annually, unless further amounts are authorized by the Board of Commissioners of the NPA.

Bond Counsel Services. Bond Counsel Services will have a close working relationship with the Department of Finance. Bond Counsel services shall include, but not be limited to: on an as needed basis prepares, reviews and opines on bond ordinances related to capital projects; assists in reviews and updates of official statements associated with debt issuances; attends bid openings and assists in analyzing bids to determine final award; assists in relationship management with rating agencies; provides advice on legal and financial matters to ensure Township's fiscal strengths; provides legal opinions on sale of bonds and notes; and attends meetings when requested. Counsel may also be called upon to provide other types of legal services of a specialized nature.
