Key focus areas include encouraging fixed-route use, unifying regional mobile applications and phone numbers, coordinating policy alignment across agencies, and evaluating regional service delivery models. It also recommends establishing a Client Representative and a coordinated branding strategy, formalizing these initiatives through a Memorandum of Understanding and ongoing evaluation via TRANSCOM, with a primary goal of improving the overall customer experience while preserving local control.
