District of Columbia Energy and Climate Action Plan 2026-2045
The Clean Energy DC 2.0 Plan outlines the District of Columbia's strategy to modernize its energy systems, achieve climate goals, and transition to a sustainable, reliable, and equitable energy future. The plan focuses on four key pillars: reducing energy consumption, shifting energy consumption patterns, electrifying buildings and vehicles, and supplying 100 percent clean energy. It addresses the energy supply, buildings, and transportation sectors, aiming to lower costs, improve public health, reduce greenhouse gas emissions, and enhance urban resilience, with a vision to achieve carbon neutrality by 2045.

The meeting focused on reviewing an exemption request for the Recorder of Deeds project under the Greener Government Building Act. The Council discussed various technical aspects of the project, including ventilation requirements and their impact on energy performance, solar PV design, electrification strategies, cost considerations, and system redundancies. Public feedback was received regarding potential partial electrification solutions. The Council voted on two motions: a proposed partial exemption was rejected, while a motion to assess the feasibility of a hybrid system was approved.

District of Columbia Strategic Framework
This strategic framework provides cybersecurity considerations and recommendations for the secure and resilient integration of advanced Distributed Energy Resources (DERs) into the District of Columbia's electric grid. It addresses critical areas including secure communications architecture, network segmentation, robust authentication and access control based on Zero Trust principles, advanced inverter settings governance, comprehensive event logging, and coordinated incident response. Key focus areas also include DERMS, aggregator, and third-party governance, operational resilience, and the adoption of Secure-by-Design principles for supply chain management, all integrated through a Defense-in-Depth strategy. The overarching vision is to strengthen the reliability, resilience, operational visibility, and security of the District's critical energy infrastructure amidst increasing DER deployment.

Department of Energy & Environment Strategic Plan
This Strategic Plan proposes a distribution-level energy framework for the District of Columbia to support the continuity of critical services during prolonged outages lasting 72 hours or longer. The strategy integrates advanced inverter operational functionality, battery energy storage deployment, DERMS-enabled coordination, resilience hubs, feeder segmentation capability, cybersecurity governance, and operational performance validation. The objective is to establish a nationally significant model for urban distribution-level resilience modernization, aiming for a resilient, distributed, and future-ready urban electric power system.
