The board discussed financial results for the second quarter of 2026, focusing on handle metrics, computer-assisted wagering (CAW) play, and the impact of recent policy changes. There was a detailed discussion regarding the board's efforts to self-regulate CAW to reduce volatility and improve the consumer wagering experience. Additionally, the board reviewed the progress of capital improvement projects, including the use of synthetic track surfaces, and discussed the performance of the Belmont Stakes Racing Festival. Customer acquisition and verification processes, including compliance with Know Your Customer (KYC) requirements, were also addressed in the context of growth in new registrations.
The Commission held a special meeting to authorize the forwarding of tax receipts from a New York City-based gaming facility to meet established 'hold harmless' payment obligations. Key discussion topics included ensuring the continuity of these payments to the New York Racing Association and the New York State Thoroughbred Breeding and Development Corporation Fund to alleviate financial hardship for these entities. The Commission approved a resolution directing staff to compute and distribute these funds, confirming that payments will adhere to legislative permissions, past practices, and established limits adjusted by the Consumer Price Index.
The Commission meeting covered updates from the Executive Director regarding a new website on unlawful gambling, the opening of Resorts World commercial casino development, the state budget process, and public comments on youth gambling safeguards. Rulemaking agenda items included the adoption of Powerball game features, a lottery game amendment, a lotto odds correction, and regulatory changes concerning surface changes in thoroughbred racing. The Commission also conducted adjudications resulting in the license revocation for several entities and individuals. Additionally, the Chairman addressed staff contributions to project timelines, the potential for labor organizing and work stoppages at racetracks, and discussions with a third-party monitor regarding a development proposal.
