The City Council approved a resolution updating council policy 4.2 and amended city code chapter 6 regarding animal control and enforcement procedures. The fourth amendment to the 2026 budget was approved, authorizing funding for the community development block grant action plan. An ordinance proposing charter amendments regarding resignation upon candidacy was approved, alongside an intergovernmental agreement for the upcoming special municipal election. Additionally, the Council commended a former board member for her service and, acting as the Thornton Development Authority, authorized a property conveyance for the construction of a multimodal path.
The Council reviewed the agenda, which included resolutions, policy directions, budget amendments, and ballot initiatives. Key items discussed included a property transfer for a multi-modal path construction, scheduling for external stakeholder meetings, and a board appointment. The Council addressed ordinance amendments to align local code with state law regarding penalty limits for municipal code violations. Furthermore, the session focused on planning the City Attorney recruitment process, including evaluating options for an interim acting City Attorney and selecting an executive search firm for the permanent position.
The 2026 Annual Action Plan for the City of Thornton outlines the use of Community Development Block Grant (CDBG) funds. The plan addresses four priority needs: Affordable Housing, Public Services for Low- and Moderate-Income (LMI) and Homeless residents, Public Facilities and Infrastructure, and Effective Program Management. It aims to support viable communities by ensuring access to safe, decent, and affordable housing, creating suitable living environments, and expanding economic opportunities primarily for LMI residents, contributing to the broader 2025-2029 Consolidated Plan.
